'03 Disco II 40K miles

Whenever I go over speed bumps or hit any sort of substancial bump my shock make a "squishy" noise. If I'm going to replace my shocks I also need to replace the springs, true?

 

Rover factory coils and shock start wearing out pretty early, the coils will drop and inch or more by your mileage.
I wouls suggest if you want a very good ride that you replace both the coils and shock as well as the steering stabilizer.

Is a steering damper the same thing as a steering stabilizer?
