Steering Wheel is super hard to move... I can only turn it by quarter turn...

Default Steering Wheel is super hard to move... I can only turn it by quarter turn...

Belt seems fine and there's plenty of fluid... Could my steering box be broken? Would it stop it from turning?

After 15 mph, it's easy to steer... It's when I stop, it's super heavy trying to make a turn or uturn

It could be either the box or the pump itself. Run a pressure test before you replace anything. What you're experiencing is manual steering on a power steering box.
