Stuck seat belt
I had to transport some of my grandkids from a soccer game the other day and the middle row center seatbelt jamed in that positon like when you are using a car seat and don't want the belt to pull ou. I didn't notice it until later when I folded up the seats to put somethin big in the back. Now the seat belt is so tight that it is just about cutting into the leather. Any ideas how to access the mechanism? I am thinking of trying to remove the plastic cover on the back side of the seat.

seatbelt fix
I had the same problem yesterday with the 2000 discovery II my daughter bought the other day. Its a part in the belt roller that gets out of alignment caused by some sort of plastic pin that holds a brass part from moving around. This inhibits the gear catch from disengaging. I took the back panel off with the rear seat in the fold down position. Tou then can take a socket ,i think 14mm and take the bolt that hold the belt roller to the back of the seat. you then slide off a cap on the side and then push the 2 plastic push pinns that hold the side cover off. You will see the gray plastic part that holds the brass piece and it will be wobbley. I just extended the seat belt so when i put it togather, the belt was not wrenching the seat. I told her not to use it for now till i can source a part from my local indy rover yard. Hope that helps. Took about 30 minutes total to do.

Stuck Second Row Seat Belt Fix
All, I know this is an old post but I had the stuck seat belt issue and can show you how I fixed it, which is similar to Vandev's post, but I used a paperclip to release the belt. The video shows how I manipulated the white plastic inside to get the slack back. Also note that the seat belt assembly will disengage itself fully (giving full slack of the seat belt) if its positioned the same orientation that it is installed. To prevent the seat belt from seizing again, I just left the seat belt buckled in to maintain extra slack in case I need to fold down the seats again. Thanks!
Remove back seat cover.
Remove bolt.
Don't remove this end.
Remove this end.
Remove with flat head, it snaps off and slides up easily.
Use a paperclip to move the white plastic mechanism inside.

There are clips you can release quickly under the door seal. The door seal is just pushed in and does not have adhesive. You can just pull gently and it will release, pull off area nearest to trim panel that holds seat belt shoulder adjuster. Don't use force, these are not easy to find if you break one. If your having to use ANY force then you are not just unclipping from the body pillar correctly. I used the small flat tip of pocket screwdriver. It is a ALL spring METAL clip. I had to remove 2 on each side at seat belt sider panel (yes you will have to remove passenger door rubber a small area all 4 doors to access those buggers.) Mine was on the 2000 Land Rover Discovery 2, the 98 disco is different and looks like it just has push in plastic pins.
There are 4 clips per side, two reached from drivers seal area and two from passenger door seal area. So on both passenger and drivers sides there are 8 clips TOTAL.
