In fiscal 2021 98% of all drilling permit applications were approved. In FY 2020 94% were. Drilling applications and approvals were up during FY 2021 over FY 2020. There are currently 9173 unused, approved drilling licenses in the US. Why on earth would someone start a new drilling operation when CO is over $100 a barrel, and Americans just keep buying it anyway. ECON 101.
