surging

Default surging

My 01 DII is having uncommanded surging while going down the highway and at low speeds.
On the highway, It feels like I pushed down on the gas pedal and it drops down into a passing gear and I didn't move my foot. It also happens when I'm using cruise. It happens with or without the a/c on. The tach does not move.
In traffic/low speeds, with my foot on the brake, I've gotten several quick surgings and if I'm quick enough and put it in neutral, the tach will jump up to 3k and then settle back down to proper idle. A couple of times the engine died but I had no problem starting it back up. Any suggestions?

The pics have been deleted but he had his truck washed at a full service car wash and it surged and totaled his truck as well as damaged another car.
DO NOT mess around with this, take it to the dealer ASAP!!
The only thing that I can think of to cause surging is a ECU issue.

Clean the idle control valve with carb cleaner.

used 1/2 a can of carb cleaner. did not help.
made an appointment with the rover dealer. $105 to put it on the computer and hopefully they will tell me the problem.

yeah.. this is a true stumper and what i find to be pretty rare as far as probelms us D2 owners face.

Before you go see the dealer, go back and clean your idle solenoid also, check for vacuum leaks.
What octane gas are you using, have you had any codes show up while this is happening, if so what are they?

I checked all vacuum lines and got under the vehicle to see if any wires might be shorting on something. I only use premo (92/93 octane) and nothing else. I have a very nice OBD reader with real time display. Not a damn thing showing up. Today while going down the highway at 75, I felt it surge and I went to neutral with foot off the gas. RPM shot up to 4200. My normal mechanic said the IAVC would only push about 500 RPM above normal idle. He does not have the cosmic computer and he recommended me to the dealer. The RPM stayed at 4200 until I tapped the pedal and RPM returned to 700. A/C was not on at the time and I was not using cruise. Later on, I was sitting at a light and felt the surge so once again I went to neutral and RPM went to 3200 and stayed about 3 seconds and then returned to 700. This time A/C was on. If I am above 80mph, it does not surge at all but once I get down into the 70s range, it starts again. I will let everyone know what the dealers says. A ECU will put me back between 600 and 1300 dollars depending on where I get it.

If it is a ECU do not let the dealer sell you one, if they want to install one for free go for it.
Otherwise look around online.
Are you sure the throttle cable is not sticking?
You might want to lube the throttle spring and linkage before your trip to the dealer.

OK dumb question skyjock, where are you located and is your throttle body heater bypassed?
