Lets start from scratch, what have you done to try and correct this problem so far?

well, new plugs, wires cap rotor, stepper(from advance the one that cross referenced the ac delco number) i checked the trottle potentiometer with an ohm test , head gaskets and up, vac hoses seem fine. the only thing i can think of is if the o2s are sending a bad signal making the stepper act weird causing the light and the surging.is that possible?

As Spike will tell you, you will need to go have your new IAC set up to your ECU so the idle will be where it belongs.

You wil need a scanner with the proper software to reset your IAC, you'll need to call around and find a mechanic who can do it for you.

The IAC on a DII is not old enough to fail yet, but on a DI they are and you need to have your ECU reset by the dealer.
It is a 50/50 shot if the new one will need to be reset or not, yours needs to be reset.
