threaded insert removal

Default threaded insert removal

I just removed my ladder because it was badly rusted. I had to cut one of the screws to get it off, and I can not get the insert out, or the remaining screw out of the insert. I drilled the screw and tried to use a screw remover, which I have used successfully before, but it will not loosen.
Any suggestions?

If you can kill the rust I would then grind it down and then
get some body filler paint it and be done.

If this is under the tag take to a body shop, everyone
knows someonethat does paint and body work, don't they.
Should not run more that $100.
