Default Trouble from 4 high to 4 low

I have a 00 disco II an it will only go into 4 low if it has been sitting awhile so it never will go into 4 low when I need it it feels like there is something blocking it any help will be nice

What?

You're in neutral when your shifting, 0-5mph right? Sometimes there is a notch you have to get past by pushing a bit harder.

Your neutral solenoid on top of the t/case may be failing.

It only fail if it is hot
