Default turn signal - headlight switch question

feedback and guidance would be appreciated. issue is with my 1999 Disco II, orig owner with 102K miles.

headlight (low and high beam bulbs) work fine. side marker and tail lights work fine. left and right turn signal work fine. dash lights work when switched on.

problem: switching from Off to low beam does not activate the head lamp. when you flick the high beam, the high beam works.

question: is the problem with some kind of low beam fuse or relay that i need to replace? OR, do I need to replace the light switch stalk itself?

thanks for everyone's opinion.

I noticed you said high and low beams work. Is this a typo? If you are trying to turn on you lights and go to the first position, it is for parking lights only. You have to go to the second position for headlamps......just in case it wasn't a typo...
