WABCO ABS noise

Depending on what the noise is, it may be normal, and it may not be. My vehicle can be parked for hours, and if I pop the hood, I can hear a very faint noise like nose coming from my ABS modulator which I would describe as an electronic representation of a stopwatch.
Mine has made this noise for years, and others have posted about it as being normal. Mine once sat for a week in an airport parking lot (I assume making the noise the entire time), and had no hesitations starting after I had returned.

I unplugged mine, as I was curious, and checked voltage on the various pins in the plug. I didn't note which pins were what, but essentially found:
I'm now curious if it is at all related to my intermittent amigos. My symptoms are:
- A couple of "dead" pins, presumably grounds or the like.
- One pin with a steady 5V
- The rest of the pins had voltages which cycled in time with the "buzzing" of the box once the plug is in, the cycle being 3.1 volts to 3.4 volts, or thereabouts. I'd say the cycle was roughly...four shifts per second?
I'm now curious if it is at all related to my intermittent amigos. My symptoms are:
- The car has only once thrown the lights while actually driving
- The car never throws the lights when cold, including the entirety of whatever drive you go on (even 100 miles) from that cold start
- In seemingly random situations, stopping and restarting, or putting the car into park and then drive, once the engine is hot will trigger the appearance of the amigos. They will then be on until the engine has fully cooled down.
