You have pictures? My parts seem to be there. If I need to go through any deep water soon I will disconnect the hose where it meets the fender and let it suck air from the engine compartment. If it works, I know the issue is inside the fender. There is also the flexible piece near the airbox that looks deteriorated. Water could get sucked in there. I'm thinking about taping that up good to see too.

Snafu: The plastic Cover is about maybe 3-4 inches wide and of course as long as the wheel well and as close to the plastic fender as possible. It's held in by a of series plastic push in pins or screws. Sorry no pictures. Need to invest in a camera. Maybe I can borrows a friend's. I will look into it.

The really appalling thing is that their CO says no disciplinary action will be taken, just an internal investigation like with any "accident".
Right, 46" wading depth on those vehicles and they "accidentally" drove them in to water 9' feet deep.
