Default what is this?

I first noticed the unhooked hose on the test drive when I bought my 03, like 4 weeks ago. Then I noticed the cracked hose, in the second pic, the other night. I started tracing the hoses and found out they were connected. First off, What is this? Second, should they be hooked up/repaired? I'm just trying to sort this truck out. Thanks for the input.

For starters, I would ALWAYS fix a broken hose, no matter where it leads.

Here are photos under my hood. You can see the disconnected line should be connected to a flex hose and leads to the SAI pump. I haven't cleaned my engine since going to the desert last weekend, so it's pretty dirty now.

OK, I found that I do still have the SAI pump. However, the wiring is unplugged from it and the pictured hose is unhooked. Why would the previous owner have done this? Does not seem to effect performance. No check engine light on, 3 amigos are though. Does this need to be functional?
