what is a abs modulator

Default what is a abs modulator
I replace my abs modulator do i need to program it.
I have a 99 discovery

Expensive but you can get them used. What was the issue because they are somewhat serviceable but the dealer will not break them open.

First, per your question, you don't even know what it is, how are you planning on replacing it and more importantly why?????
