That does look god awful. Definitely need to change that out. How's the rest of the truck look and have you had a carfax pulled on it?

Well somethin's shady if it's got a D1 bumper on an '04. I would have it checked out by a certified mechanic and make sure they pay close attention to the frame rails. My truck had been smacked on the front before I bought it, and nobody at the dealership knew about it. The PO had installed a Land Rover polyurethane brush guard and some driving lights that weren't wired in to cover up the damage. It looks OK, and I probably still would have bought it even knowing, but from the looks of that one, I would definitely check into it deeper.

 

Give him the price for a brand new OEM bumper and tell him to take that off the top.

 

If there is no apparent damage, I would suspect that the previous owner put on the lift and an aftermarket front bumper/winch but didn't keep the original bumper. So, when it was time to sell heyanked the custom and found a cheap bumper in a junk yard to replace it...

I would not trust a car fax on that truck, get under it and really check it out.
How much are they asking for it?
Boy that lift sure doesn't fit the tires.
