What is the silver stuff on my brakes?
Its a 2004 DII, S with 40K miles and the work was done a local auto shop (non-dealer). I had LR original pads installed and the silver stuff is on the new pads and it is visible through the rims.
I can understand if this stuff is supposed to be between the rotor and pad, but just can't think of a reason why this stuff is visible. The new rotors are also factory original

Well if they are semi metallic brake pads then they will have silvery looking stuff in them.
Brake pads are made up of a friction material, they used to be made from abestos, now they are ceramic, semi metallic, metallic and other heat resistant not as cancer causing materials.
Can you post a pic of them? Or have a link to a place that sells the ones that you bought?

Is the DII ABS system actually that sensative?
