Mine is just a plug and not connected on either side.

Those are the plugs for the heated windscreen.

If theres no cables coming from the windscreen to the plugs, and You can't see tiny wires going from top to bottom within the glass, almost edge to edge, You do not have a heated screen and that's it.

So someone replaced the windscreen and didn't buy a heated one? Or can you add that to any windscreen.\

Glass has to have the heating wires embedded in it.

Do You have the switch on the dash?

Yep,. someone just cheaped out on the screen when they had it replaced.
Had the same on mine by some previous owner, but I had a heated one put in this summer.

I live in a warmer climate and am not going to worry about it for now.
