What are these on the fresh air intake?

What are these on the fresh air intake?

These ?rubber? plugs under the wipers are disintegrating. What are they for and can I get new ones?

Those are where the wiper arms attach on RH drive vehicles. Mine looked as bad as yours, I popped them off and sprayed them with some Krylon bumper coat paint. Look like new now.
