I have a 2004 Discovery and about to buy a 20 foot bass boat. I need a towing package for my Discovery, but want to get some recommendations on the best to buy. I am more worried about quality and safety than price.

Atlantic british had them on sale ....

 

Factory only, in the case of a trailor hitch, they are very heavy duty.
You can sometimes find a used on from a Rover classified section or from someone parting out a truck. Atlantic British is a good scourse as mentioned.
You will also need to buy the electrical package that is the hooked into the plug inside the r/r quarter panel thru the tail light assembly.
