Default Whistling noise

I have this weird whistling noise coming from my engine that has gotten much louder in the past month, always at idle and always while driving and stops while accelerating but starts again with your foot off the gas. What the heck is this noise lol?

Check for loose/removed air lines on the engine to include the 9mm black vacuum line at the back of the intake manifold.

Well I looked at that, although the noise seems to be coming from the front of the engine, maybe a pulley? The belt seems fine. Opening the hood almost makes your ears bleed the whistle noise is so loud.

Could be a pulley. You can remove the serp belt, and fully inspect the belt and spin/shake each pulley to see if it's worn. You can also run the engine without the belt for about a minute or so to hear if you still have the whistling noise.
Also check your power steering fluid level. Could be steering pump groaning from air in the fluid system or a pump going bad.
