Angry EPB not applying when rear pads/rotors were replaced

Hello, I have a Discovery Sport R-Dynamic 2020 2.0L. I just had my rear brakes replaced by an independent mechanic (disk, pads and sensor, all OEM). The issue I have is that the EPB won't apply on the RH wheel (driver side), but I can hear it apply on the left side. The actuator on the RH side works, but it is like it has gone to neutral. For this, I'm getting a flashing red parking light on the dash and a permanent amber "brakes" light. I tried taking the actuator off and tried to place the EBP manually back into place place, but it will just spin freely (it wont stop when y spin it counter clock-wise). Any suggestions??
