Default Gas Millage

I have been struggling to get 200 miles on a full tank... This is almost 13MPG on my 2002 Freelander SE.

This is all in-town driving. I thought the millage is more like 17? still bad but better then 13 or 14! Is this normal?

It is the winter and I live in Eastern Washington State where it is very cold, I do warm up the car every morning for at least 5 minutes.

Also, I drive in Third Gear that says "D". Maybe I should be driving in 4th gear? That would get better millage I would think.

Any other thoughts or tips? Or is this 100% normal?
