Default P1637 code - Throttle Body Error - Help!

I have a 03 Freelander SE Sport, and recently, I've been having a lot of trouble with it. I'm getting a P1637 code, which is a problem with the throttle body. When the car starts, the RPMs can't stay at 1,000 RM when idling; they dip continually. If I try to drive it, I can't get any power and can't go more than five miles per hour. Even if I'm in idle and press down on the gas, the engine doesn't rev at all; it just does nothing.

To try to fix the problem, I replaced the throttle body with another throttle body that I know works, but I'm still having the exact same issues. I'm still getting the same P1637 code and can't get any power to the engine. Does anyone have any ideas regarding what I can do to fix this problem?

See attached. The throttle is as you know an electronic device with a motor that operates the butterfly valve, unlike mechanical linkages in older Rovers. There is a 6 wire plug from the ECU to the electronic throttle. I would want to know if with air intake hose off that you can see throttle plate moving. You may need to meter the various wires. The RAVE drawings just show they come from the ECU, there is no separate dedicated fuse for this device.

The attached page says rpm will limit to 1300 rpm if problems with both potentiometers inside the throttle.

And the second attachment shows the electric accelerator pedal (pedal to the metal become pedal to the electrons). It could be a problem as well, note failure also limits rpm.

Last attachment is connector for accelerator, it is also wired straight to ECU with no separate fuses.

I know this is a dead thread! Thank you so much for this extra information. I am trying to figure out what the H is happening to my LR3 (sudden acceleration) and the factory manual is not much help...
