Default Wind Shield wiper issue

Greetings! So glad I found this website! I have a 2003 Freelander and the wind shield wipers are acting very strange.

When I turn the wind shield wipers on, nothing happens right away. Normally after the car warms up, the wipers will start up, but today it took 20 minutes for them to come on.

Do I have a fuse that is going bad or it is the motor? I assume it is not the motor because they do work, it just takes forever for them to come on! Maybe a loose connection?

Any feedback would be greatly appreciated!
