Long shot. Do your brake lights work? If not this will be a bad brake switch, which many other Rovers also experience.

My brake lights are out and a/c control panel lights are out too.there is no power going to the switch from the becm.when i put a jamp to the brake switch all lights come on and am able to shift but the vehicle will not engage,it will stays in neutral and i can not drive

it sounds like a BeCM, you might want to check underhood fuses, all of them, and also the connectors at the BeCM, make sure all the pins look clean and tight. and no, it sounds more like a circuit failure then a software issue, reprograming it probably wont help, i know there are companies out there that do this, never had any expierence with them though

Start with cleaning the fusebox first. You arelikely gonna find that the voltage to the BeCM is low on the forward terminal lug.
