I have the same issue and just haven't gotten to it yet.
What year/model.
On the Rover Classic there are two screws that go up in to the dash on the top of the climate control panel.
Remove them and pull the control panel out. There will be a light bulb attached to the panel.
Detach the bulb housing and push/twist the bulb. If it doesn't stay on; remove it and take it to a parts store and get a replacement.
Using a bulb with higher wattage will melt the plastic face of the controls; so make sure it is the same wattage as the original.
Should be easy.
