Default Electronic traction control

I have a 93 R.R. LWB. County. Please help, I heard ifthe electronic traction control light is on it means
or " indicates system is active" quick reference guide. Could be delivering full power to all wheels? and this could be bad at high rates of speed. I have been up to 70 mph I could'nt notice anything wrong. He said drive train could LOCK UP! Is this true? Any Ideas. I also nead a manual. Thanks Bob
