Tune Resistor Essential?

Default Tune Resistor Essential?
I have a 94 v8 Range Rover that wont start. In my testing, I tested resistance through pins 5 and 27 at the ecu, which is the tune resistor circuit. I got an infinite reading. I was wondering is the tune resistor needed for the truck to run?
