Default 1999 Disco SD no start

I have a Disco SD. It has a new fuel pump, new CPS sensor, new fuel pump relay, new fusible links, and does not start. Only way it starts is with starting fluid. It doesn't stay running. I am at a loss of what it could be. Turns over fine and has spark at all plugs. The motor was recently resealed/rebuilt; less than 46 miles ago. I am at a loss, any help?

What is the fuel pressure at the fuel rail? Should be ~35 PSI. Also, better to post this in the D1 section where you will get more eyes on it.

Default Fuel Pressure

It is less than 35PSI. I am wondering if the battery is just not strong enough to have a continuous flow at 35PSI during start.

Issue is resolved. I have a bad alternator and the battery did not have enough amps to crank the motor and power the fuel system/ECU. What I found was that all the connections had power, except where the fuel pump was concerned. When the key was turned to position to 2, the fuel pump sent modest amount of fuel to the rail, but not enough to fire the motor. I had spark, power to all other componets, but nothing at to the fuel system. I had my battery charged and tested at a local auto parts store. When I hooked it back up, the vehicle started right up. I'm taking the alternator in to be rebuilt and will hopefully continue to enjoy this vehicle and begin the build out. Thanks for all the input.
