1999 land rover discovery 2200rpm idle

1999 land rover discovery 2200rpm idle
My 1999 LR discovery has a 2200rpm idle when it starts up or if it's in nuetral. I replaced the idle control valve and it didn't help. Has anyone had or heard of this and if so what is the fix? Any help would be greatly appreciated.
