Default 5 volts to fuel pump - need help

1997 Disco - had the no fuel stall and coast the other day and read on here not to assume the pump and read power - read both plugs - red was 5 volts and black was a full 12 volts. I replaced the multifunction fuel pump relay under the hood on the passenger wheel well - same result. What else should I be looking for before considering a new harness? Thanks for the advice !

you should be looking for your problem... wiring is good, the 5v is for your fuel tank press sensor, leave it alone, if you have ground to the pump and still no fuel, you need a pump

Thanks for the info - I will pull the pump to check function. I have been relying on Haynes manual that I have found to be not so accurate or detailed. I also have a '94 Disco that needs some TLC, any suggestions on which manual is worth its weight in parts tried that I should buy? Thanks again -
