Default 97 Range Rover

Hello, I'm new here and need some help, my rover's ac works great, but the ac fans do not work, I have the book diplay on my climate control, the fan speed switch will not work so it blows on high all the time, and the display that shows the the fan speed high to low is blank, all the other funtions work great, could this be a blown bulb, could the ac fans be a switch, I just put in a new fuse box and new relays and checked all fuses all are good, this one has me confused, any help would be great,

the fans themselves using cause the relays to start melting cause they stay on. You need usually two fans one on each side. Its the internal relay inside the fan that go bad.
