99 D1 Starting Problem

I have a 1999 Land Rover D1. I bought it, had the engine rebuilt, then drove it 45 miles and now...it does not start. The engine turns over, but that is it. After reading several threads, I changed the Crankshaft Position Sensor and then the Fuel Pump. Neither one of these has helped. I have checked all fuses. I am at a loss. Any help or ideas would be really appreciated. Thanks

The "rebuild" is suspect. I bought this rig from a local guy who is supposed to be the guru for Rovers in my area. I found our relationship to deminish over the course of this "rebuild". So, it looks like all that was done was a re-sealing the motor and replacing at least one head. To make this complicated, I waited more than 8 weeks and that in and of itself if another story which ended our relationship.
When testing several things prior to changing fuel pump, I had fuel on the rail sometimes. When I disconnected the battery, I would have fuel on the rail randomly after reconnection. When I tried to start it, it coughed, then no fuel on the rail.
Now, I have fuel on the rail with good pressure. But I can't say I hear the pump. I've checke the rail several times and there is always fuel on it. It does not have the same issue I had before with random fuel on the rail after battery disconnect and reconnect.
Based on what I am reading now, I guess it could be ECM. All lights, including engine light come on in position 2 prior to starting.
Whe it quit running, I was actually pulling out of my driveway and it just quit running. I had just driven it 40 miles and did not have a problem. But after shutting it off and then strarting again, it just came to a stop and shut off.
I will check spark, previously I was confident I had spark. Now, I am not so sure.

I would first check compression on all cylinders, if you have loss of compression due to the head job that will explain your problem, if that all checks out then check fuel pressure with a fuel pressure gauge (32 - 42 is normal), if that all checks out then I would check the cam sensor and crank position sensor, if that all checks out check the wiring on the cps sensor as it will have signs of insulation deterioration on the wiring and if that checks out then check the teeth that are on the flywheel as it may have bent or missing teeth (access this by removing the cover on the lower back side of the engine behind the oil pan) viewable from underneath the lower back end of the motor. I had a similar problem and it turned out to be miss aligned and bent teeth.
Okay. I was able to start the vehicle with ether. It does not stay running, so I am guessing the fuel is on the rail at turn of ignition and then off again when started. There is spark at the plugs, since I checked that and we get a start with ether. What now? Fuel Relay? Looking at other threads, this should be at the back of the fuse box on the passenger side under hood. However, I also note that some are saying its located at the knee panel on the passener side. I have see the one on on the battery side of the motor, but nothing tells me which relay is at the knee panel inside on the passenger side. Is this the route I go next? or am I missing somenting else. Thanks for the help.
