Question ADVICE PLS: Belt tension on LR V8i 3.9 Ltr

Guys/Gals (???)

I have asked my mechanic to change the belt for my car, the main belt that connects the AC, P/Steering pump, Alternator etc....
Can someone please advise me. The belt tensioner for the Landrover V8i 3.9, it's spring controled...right???? once the new belt has been changed, does the belt tensioner need to be tight??? or left loose... eg, it's spring loaded, I know, but does the middle bolt need to be tightened or left loose so the tnsioner is free to move??? My mechanic say's no need to tighten, just leave it loose, but I am not convinced. As a result, the belt have been changed but is now making a "squeeling" noise. Would putting tension on the spring tensioner and then tightening the belt not stop the noise????

The belt tensioner need to be tight after the belt is reinstalled. The spring should be tight enough to bring the belt to the correct tension and if it doesn't and you have belt noise, the complete tensioner should be replaced.
What exactly is the reason for your concern?
