Does anyone know, with A/C blowing on max is it normal for the compressor to be cycling on and off every few seconds or should it be running continuously

does the compressor just cycle , or does the temperature drop in the cabin to ?
if the temperature does not drop , its working normal ... when the temperature reaches to max in the cabin , the compressor cuts off , when it starts to drop it comes back on . just like when you are pulling off by a light ... its cuts off till the gear changes in the tranny...( for automatic vehicles )

UPDATE:
So I checked the condenser fan and it"s running. The ac is blow cool but not as cold as it should Pick up a can of 134A the kind with the built in gauge (see Photo) But I don't know what the correct pressue should be any suggestions. I don't want to over it fill and cause any damage.
