Default Cruise Control Help

95 Disco: Cruise control isn't working. Master switch lights up, vac hoses ok. Pump never comes on. Have checked pump off of vehicle and it works fine. Ran diagnostics in manual and it leads me to a bad ECU. I have the ECU in hand and would like to troubleshoot it. I have checked for cold solder joints - broken lands and all is ok. Does anyone have any info on troubleshooting the ecu or anything else I can try??
