D1 Cold Start Issues

D1 Cold Start Issues
I've got a '94 D1 with a cold, cold start issue:
When its under 40 degrees outside it takes 15-20 sec of cranking for the engine to finally start up. While cranking, it coughs and 'tries' to start and then finally starts up. Working the throttle doesnt help.
Once warm, starts back up no problem and in warmer temps it cold starts without issue (still takes several rotations though).
I've tried replacing the coolant temp sensor and I know the fuel pump is good. Plugs, wires & cap are new.
It feels like a cold start mixture issue, almost like an engine where choke isnt on.
I'm not that familiar with these EFI engines - is there a sensor other than coolant temp that tells the ECU to dump more fuel in when its cold out?
Gracias!
