Default Defender 90 no start issue

Currently have the strangest issue ever I have seen. Finishing up a chassis swap and truck was running prior to new chassis. Now have a no start condition.
Now the strange part. Truck will only start with the fuel pump unplugged, and gauge showing 0psi at the fuel rail. Fuel system was rebuilt during the swap including fuel pump, regulator, filter and all new lines. No CEL at this time.
I am at a loss for what coulding be causing this. Hopefully someone has some insight. Thank you in advance for any help.

Does it always crank(turn over)?... but actually starts when fuel pump unplugged?

It will always crank strong. Will only start will pump unplugged, and strangely there can be no pressure showing at the fuel rail. If these parameters are correct engine runs perfect.

Update. Out tinkering with the truck this morning and discovered constant ground at all eight injectors. Leaning towards ecu failure, as I have unplugged ecu and ground went away. Get out wiring schematic now, any input to help with my sanity greatly appreciated.
