Fog lights in 2003 Disco S

My Disco originally did not have fog lights. Just recently I acquired 99 Disco 2 as a parts donor. That's being said I moved the relay (nr.12 in a fuse box) and the fog light switch to the 03. I'm planning to hook it up to 7" hid driving lights. However as of now when I turn it on the switch will not lit. Is it normal that when the light is not connected, the circuit is not closed so the switch will not activate? Or there is something else to it. I will greatly appreciate any suggestions or advises.

Nope it did not. I'm just trying to use existing wiring to hook up the hid's. Correct me if I'm wrong, but enabling BCU means trip to a dealer what means big money out of my pocket?

I'm in the northwest suburbs of Chicago. Is that change to bcu pricey?
Nope. The security system is built into it. Engine won't run, your odometer will flash, and your remotes will stop working. Then you'd need to tow it to the shop to have the computer hooked up.
