I average 15mpg with combined city/highway driving no faster than 65mph.
I actually went up 1mpg by switching to a better brand of gas.
When was the last time you did a tune up?
How's the air filter?
O2 sensors?

Did a tune up when I bought it, so I would say 3000 miles ago. Somewhere along those lines. Plugs, wires, air filter, all the fuild's changed. No idea on the O2 sensors. How do I check them?

You check the O2's with a OBDII scanner that reads live data and you watch the front O2's on the scanner while you drive.
They should vary in voltage from .1v to 1.0v rapidly.

It appears that the leaking exhaust is coming from the engine...... Not the pipes......

If you have a bad enough exhaust leak before your O2's it will throw off your O2's, they will read a lean mixture and the ECU will dump in more fuel to try and enrich the fuel/air ratio.
Fix exhaust leak.
