I don't know what "big name brand auto parts place" you went too, but auto-zone, advance & OReilly's all list a belt for a range rover and all give two options good (Gates) or (cheap) store brand.
as i had mentioned before do not look for parts for a 99 range rover, you will only confuse yourself.
look for parts for a 98. the reason being 99 had both Boshe and Gems systems.
