One step would be to remove the heater fan (drops down with three bolts after you remove some trim to get at it). They can become packed with leaves, pine straw, hood insulation, mouse nest, etc. You would then be in a position to do electrical troubleshooting. The RAVE set of shop manuals has electrical drawings.
The switch is a frequent offender, many times you can tap it with your finger straight into the dash and have everything come back to life (in my case the AC and fan shuts off, tap it and it is good for a few days).

Remove the HVAC panel, remove the switch, clean it with electrical parts cleaner, rough up the contacts with emery cloth or a light steel wool, clean with electrical parts cleaner.
Once dry put it all back.
There is a copper ribbon behind the switch, the switch has contacts on it, they get corroded and electricity can no longer travel through them thus no fan, or the fan only works when you wiggle the switch.
Takes 15min.
Turn all ***** all the way to the left, pull them off, remove 2 screws, remove HVAC panel, follow instructions above.
Once dry put it all back.

Electrical troubleshooting without a meter is a problem. Checking voltage across the fan terminals and working back thru the schematic may yield more info for the exact problem.
You'll see in attached schematic from the RAVE that there is a 60 amp fuse under the bonnet, it sends power thru a fan relay, to the fan motor, and thru a series of speed control resistors to chassis ground. High speed setting is fan motor direct to ground.
So you could have a break anywhere along that path, like blown fuse, fried relay contacts, motor windings open, resistor not connected to ground, etc.
As an early model yours may be slightly different, but this is the basics of the fan system.
