Default Help with Determining this Part

Hello all, I'm wondering what this part is on my L233 2003 Rover. It is leaking at the top and am thinking maybe I could replace a gasket? It's below trending below zero here in Denver and noticed this leak this morning while checking hoses under the hood. Any help with identifying this part and what may be the problem with the leak from the top, around the seal. Cap seems on there pretty tight.

Looks like the oil filter housing. If its like our Mercedes it has a o ring seal. It could also just be a sloppy job on the oil change. I would clean it and see if its leaking for sure.
