Question High Pitch

I thought it might be brakes but the brakes would not do this due to acceleration is when issue begins. It does not occur when in park and RPM's are raised, I did have a strange thing happen summer of 08, my power steering went out, purchased and attempted to replace to realize the wrong part was sold to me. I reinstalled the old one because it was Sunday and I had to leave town very early next day and when I drove the Rover to work there was no power steering but when I began to drive home the power steering worked and has worked since with no part replaced only taken off and reinstalled

I'm thinking wild because when I got a hum before my timing belt got a problem. Start checking it there.
