Default Need help diagnosing inoperable front fog lights

2004 Disco 2 - Front fog lamps worked a few weeks ago, now they don't. With low beams on, switch pilot light illuminates and I hear the relay under the hood, but no lights. I swapped with another identical relay and no fix. I have tried to understand the RAVE description, but don't know how to trace fault. Do I understand correctly that the problem could be the ECU or IDM thinking the high beams are on? When I turn on the high beams, the pilot light on the switch goes out. Seems like the IDM knows what is going on. Anyone know of common problems and/or solutions? I'll do without rather than spend $100's or $1000's at the dealer just to get them back.
