No Power through ABS relay

Default No Power through ABS relay

Hello All.
1999 Range rover S 4.0 has no power to through relay 17. All fuses are fine and all other ABS relays are fine.
ABS pump does not run at all and no brake pressure at all and will no build.
Tested the sockets on relay 17 with multi meter and the 87-30 has no power. The other two pins show 12v (I'm assuming that this means it is getting signal from ECU.) Would a bad pump keep power from going to the relay?
Don't want to replace a pump when it is a simple elctrical or relay issue.
Any Ideas? My understanding is that the ECU sends control signal, not power.
Any reason that all other relays and fuses are fine, but #17 would not be getting power but is getting signal from the ECU?
