Default SES remains ON after Fault Code PO441 fix

I have a 2003 Land Rover Discovery II. I recently took it in for the Texas state inspection, at which time it failed due to Fault Code: PO441: Evaporative Emission Control System Incorrect Purge Flow. Prior to this, the Service Engine Soon light had been on for 3 weeks or so.

Based on the PO441 fault code, advice given by the inspector, and some light reading, I replaced the Evaporative Purge Flow Valve. After getting my car reinspected, the Service Engine Soon light is still on, and the inspection was failed.

The inspector stated that the problem may be due to a 'not ready' emmisions monitor. I'm not sure if I'm explaining that right or not. If I understand this correctly, resetting the timer enables a ready emissions monitor state, which allows the OBDII scanner to check the emmissions again.

If this sounds accurate, could someone please advise me of the next best coarse of action to complete my state inspection??
