Default Starting Problems 95 County Classic

Hello all! I have been a lurker of this forum for sometime but this is my first post. I have been climbing the walls trying to figure out the starting problems I have been having.

1995 Range Rover County Classic SWB 3.9

The starting issue I am having happens periodically. I can drive a couple of days and not have any problems.

This is the problem-
Sometimes when I turn the key the engine does not crank. The only thing that happens is I can hear something electrical engaging that appears to be coming from the passenger side dash where the relays are approximately.

At first I mistakenly thought it was the starter cellenoid going and I had the starter rebuilt and the problem persists.

After searching the web I now believe the problem to be the neutral safety switch.

I have three questions-

1. When the neural safety switch begins to fail will it work on and off again like I am experiencing? Because if that is not the case and when it goes bad it stays bad I know to look elsewhere for my problem.

2. If I remove the neutral safety switch will that disable the car from starting or will it just remove the safety feature of me accidentally starting the car in gear?

3. Could I have a bad relay switch that is causing me problems and not the neutral safety switch itself? If so do you happen to know witch relay it would be?

One reason that has lead me to believe its the neutral safety switch is that when the car is starting without any issue and i try to start the car in gear the results are exactly the same both physically and audibly as when the car wont crank and its in park.

Im sorry for my long winded post and my first post at that. Thanks for any advice and help you guys can provide.
