Default Tail light problems

I had a problem with my passenger side brake light not working so I replaced the entire thing and have had no problems until yesterday. It rained pretty heavy and the light went out. The reverse light works but no tail light or brake light. I noticed a clicking sound coming from the green relay located under the passenger side kick panel. could this be related? any ideas?

Maybe. But even though we have a free copy of the RAVE shop and electrical manual for you to download.... my Jedi powers are so weak and I can't make out the vehicle parked near your computer... the one the police are ticketing for non-working light.... Discovery, Discovery 2, Freelander, Range Rover, Defender, year, country, ..... any ideas?

sorry for the lack of info. it's a '96 discovery. i've searched the manual, checked all fuses, bulbs, connections.

on page 52 of the 96 disco electrical troubleshooting manual top right pic shows the relays in the bottom right of the pic but i don't see anything showing what these relays are for.
