Assistance with Vehicle Speed Sensor - Circuit Malfunction

I am new in here but always follow the forum. I am Kekeletso Ntoi based in Lesotho Southern Africa. I own an LR3 TDV6. The vehicle has been running smoothly until I had a breakdown just after crossing the border to South Africa. It had to be towed back to Lesotho for diagnostics. While pressing at an ascent, the engine went off and car came to a halt. There was water coming out from the lid of the expansion tank. My brother whom I was with is a mechanic. He realized the car had run out of oil. I put the recommended engine oil and then water into the expansion tank. The car only cranked and could not start. Had to call a breakdown to put on a flatbed truck. The SSD Diagnostic software revealed P0500 error: Fault Location: Vehicle Speed Sensor (VSS) - circuit malfunction: Probable cause: Wiring, VSS, ECM.
Can anyone help beyond this point what I should do to address the problem. The car only cranks and it appears combustion cannot be completed but fuel is drawn without a problem.
