As a follow up on this, I ended up finding a set of nearly new Michelin Latitude take-offs at a great price and this has solved the vibration issue completely. So I guess even when wheel/tire assemblies "balance out", there can still be internal tire deformities that still contribute to a vibration.

The tread is a little to "street-like" for my tastes on a Rover, but at least they are super smooth.
